Вы правы - это не то, как горизонтальное прокручиваемое представление коллекции размещает ячейки. Боюсь, вам придется реализовать свой собственный подкласс UICollectionViewLayout. Либо так, либо разделите ваши модели на разделы.

Можно просто изменить направление прокрутки в UICollectionView.xib на горизонтальное. И использовать с правильным порядком элементов в массиве.
